  8.  AB    OBJECTIVE: The Australian Sauna and Sex on Premises Venues Project
  9.        (SOPV) is an education project linking government, community
  10.        organisations and businesses in a partnership to reduce HIV
  11.        transmission, promote HIV/AIDS awareness and understanding, and develop
  12.        SOPV industry standards and forms part of Australia's recognised and
  13.        successful AIDS strategy. METHODS: It recognises SOPV as vital access
  14.        points for HIV prevention where transmission may occur. Development of a
  15.        set of industry guidelines (standards which businesses agree to uphold)
  16.        is central to the project. These cover access to: condoms and water
  17.        based lubricant; educational materials and SOPV staff training. RESULTS:
  18.        Cooperation with SOPV's is essential to reducing HIV transmission and
  19.        more effective than closing venues and forcing men who have sex with men
  20.        into less accessible areas where the capacity for education is severely
  21.        diminished. Every SOPV in Australia has participated and is now an
  22.        important part of the HIV prevention and education network by providing
  23.        free and accessible condoms and water based lubricant to customers where
  24.        sex happens. Existing staff have received education and ongoing
  25.        education is available. Industry standards for maintaining this work
  26.        have been established. DISCUSSION AND CONCLUSIONS: Access to the means
  27.        of HIV prevention where transmission may occur is how HIV is stopped.
  28.        Most effective interventions occur when existing cultures and networks
  29.        are recognised and utilised. SOPV's are part of a network where both
  30.        safe and unsafe practices may occur and working within these structures
  31.        to understand and thus reduce barriers to unsafe practice. This project
  32.        was developed by business proprietors and community representatives, who
  33.        saw each of the aims as essential, it is co-operative rather than
  34.        punitive like some initiatives in the USA. Government support recognises
  35.        the role of SOPV in education.
